At 21:06, when the Bellwether ward board showed Mina Ward leading Claire Holt by twenty votes, nobody in the hall seemed to hear the word. The first cheers came from a corner beneath a leaking skylight. Amal watched the screen, then the manifest on her desk. There should have been a third batch.
